The agreement on cooperation between the Council of Ministers of Bosnia and Herzegovina and non-governmental organizations in Bosnia and Herzegovina (Agreement) was signed on November 30, 2017. in the building of the Parliamentary Assembly of Bosnia and Herzegovina.
The signatories of the Agreement undertook to devote all their capacities to the construction of a prosperous, just, open, plural and democratic society in Bosnia and Herzegovina. In addition, the signatories confirmed their commitment to cooperation in fulfilling the conditions for full membership of Bosnia and Herzegovina in the European Union.
The agreement, which seeks to create the necessary political framework for strengthening participatory democracy, corresponds to the requirements of the European Union and the needs of Bosnia and Herzegovina for the transparent creation and implementation of public policies within the competence of the Council of Ministers of Bosnia and Herzegovina.
This Agreement seeks to define priorities that will better correspond to new challenges for BiH and opportunities for cooperation between the Council of Ministers of BiH and non-governmental organizations. In this regard, the Agreement more precisely places this cooperation in the area of public policies that are under the competence of the Council of Ministers of BiH. Cooperation between BiH institutions and non-governmental organizations is not an end in itself, but is a function of greater participation of citizens and non-governmental organizations in the processes of creation and implementation of public policies, recognizing the different but complementary roles that BiH institutions, citizens and non-governmental organizations play in this process. This creates the conditions for the creation of quality public policies and their efficient application.
